A Guest Post From Rep. Donna Edwards On The Joe Wilson Problem

>

An Argument for Consequences for Rep. Joe Wilson (R-SC) – It’s not personal, It’s public

-by Donna Edwards

In the intervening days since President Obama’s speech before a joint session of Congress and the nation about the critical importance of delivering quality, affordable, accessible health care for all Americans, I have been troubled.  I’m not concerned about the policy challenges and differences with which we will struggle over these next days and weeks on health care.  I’m convinced that we will take President Obama’s guidance and the yardstick for measuring reform, the moral imperative he outlined to meet the test of our character, and do the right thing by the American people.

My concern is with Rep. Joe Wilson (R-SC) and the message that we send going forward when a representative of the people of the United States of America is allowed to shout “You lie” on the floor of the United States House of Representatives  to the President of the United States of America.  This must not stand.  Rep. Joe Wilson (R-SC) must face consequences for his actions.

Shortly after the incident, Rep. Wilson (R-SC) called White House Chief of Staff Rahm Emanuel  to apologize for his indecorous remarks.  Mr. Emanuel accepted the apology on behalf of President Obama.  It was right for Rep. Wilson (R-SC) to offer a personal apology to President Obama, which he accepted. But, Rep. Wilson would have us believe that this is the end of the story and that he can with arrogance and defiance turn his offense into a fundraiser.

The problem is that a personal apology cannot substitute for a public offense.

The offense was against the office of the President of the United States, against the people of the United States, in the United States House of Representatives sitting in joint session with the United States Senate.  Rep. Joe Wilson’s (R-SC) offense was an affront to our republic in which rules, order and respect for the Constitution of the United States and its officers have meaning.  For Rep. Wilson’s (R-SC) actions to go without consequence is a breakdown in the very governing fabric that distinguishes us as a republic-- more profound than any one debate on any one issue, even one as important as health care reform.  I know that we will get to health care reform, and I share the concern of the President and our leadership that Rep. Wilson’s (R-SC) offense is a distraction.  But this is not about personalities or political parties or policies; it’s bigger and speaks to our maturity as a republic, our character, and our history.

I’ve attended every presidential inaugural since before I could vote even when I’ve voted for the loser-- not as a Democrat, but as an American.  As a young child, I toured the halls of Congress and sat in the galleries with my parents, teachers and classmates.  We live in an amazing system, in which we transition peacefully, and engage in vigorous debate in between.  My love of this country and respect for our Constitution and for those who serve compels me to call on my colleagues to make us whole again.  For people like my father who wore the uniform of the United States of America, the young men and women serving at home and abroad in defense of our nation, the children in our nation’s classrooms learning the simple but everlasting message of our Constitution, and the struggling democracies around the world, Rep. Wilson’s (R-SC) actions cannot go without consequence-- not for today’s debates, but for tomorrow’s.

It is clear that Rep. Wilson (R-SC) violated the rules of the United States House of Representatives governing decorum in the House-- speaking without being recognized, uttering disorderly words, engaging in disruption, shouting interjections, etc.  It is clear that it is within the power of the House of Representatives to entertain a range of actions to express the will of the House to enforce its rules-- apology, disapproval, sanction, investigation, censure, etc.  The only questions that remain are whether, when, and how Rep. Wilson (R-SC) will face the consequences for his actions for his public offense to the republic.  And, it is our responsibility as representatives of the people of the United States to establish those consequences.

UPDATE: A Component Rep. Edwards Didn't Delve Into

Maureen Dowd addressed the ugly, unspoken impetus for the teabagger rage expressed so ineloquently by Wilson in today's NY Times.
Surrounded by middle-aged white guys-- a sepia snapshot of the days when such pols ran Washington like their own men’s club-- Joe Wilson yelled “You lie!” at a president who didn’t.

But, fair or not, what I heard was an unspoken word in the air: You lie, boy!

The outburst was unexpected from a milquetoast Republican backbencher from South Carolina who had attracted little media attention. Now it has made him an overnight right-wing hero, inspiring “You lie!” bumper stickers and T-shirts.

The congressman, we learned, belonged to the Sons of Confederate Veterans, led a 2000 campaign to keep the Confederate flag waving above South Carolina’s state Capitol and denounced as a “smear” the true claim of a black woman that she was the daughter of Strom Thurmond, the ’48 segregationist candidate for president. Wilson clearly did not like being lectured and even rebuked by the brainy black president presiding over the majestic chamber.

I’ve been loath to admit that the shrieking lunacy of the summer-- the frantic efforts to paint our first black president as the Other, a foreigner, socialist, fascist, Marxist, racist, Commie, Nazi; a cad who would snuff old people; a snake who would indoctrinate kids-- had much to do with race... Wilson’s shocking disrespect for the office of the president — no Democrat ever shouted “liar” at W. when he was hawking a fake case for war in Iraq-- convinced me: Some people just can’t believe a black man is president and will never accept it.

She just figured that out? Oh, and by the way, Wilson was on Fox today saying he has no intention of apologizing to his colleagues for his outburst. And he almost says Maureen Dowd is wrong and that he's not a racist. Watch the video on the link and you'll see a very confused and conflicted political hack.

I am of two minds: as a civil libertarian, I see no need to restrict the congressman from voicing his opinion. If the President wants to speak to America without the threat of interruption, he can use the airwaves and speak from the oval office. On the other hand, if the Congress wishes to enforce rules of decorum, they are entitled to. I hope these rules are clear and equitably enforced, and not a tool for partisanship. I agree that Wilson was wrong, which is more significant to me than that he was rude.

Dogs bark. Politicians lie. It is what they do: That, according to the late AJ Liebling.

SO to accuse Obama of "lying" is akin to accusing him of breathing. Of COURSE he was lying. Perhaps not about the particular detail regarding health care for immigrants, but in general.

Because, behind all the rhetorical flourishes and sweet-sounding phrases, there was a curtain of lies, many of them implicit, about what the presidential agenda actually means and would accomplish.

His biggest lies are ALWAYS about how much he (and every other pol) wants to help the People.

No. Wrong! They want to get re-elected. It's as close to an aristocracy as we allow in public, and it is highly regarded status. Nobody EVER left Congress or the Presidency poorer than when they entered, if they were the LEAST bit cooperative with the Owners.

I have (sadly) come to the conclusion that Obama is a one-termer--and has realized it himself, now. So, he's feathering his nest for when he becomes the youngest ex-President ever...

Obama's job is to 'sham-wow" the stinking puddles of runny shit of the last 30 years, under a cloud of political feel-good Febreze; to make the people forget just how truly AWFUL the last bunch of fascists really was, and to prepare the country to vote for the Fascists again...

To the civil libertarian,

Addison Wilson aka Joe was fully aware of the rules regarding behavior in the Congress. If he was not willing to abide by the rules, then he should not have run for Representative. Or if he disagreed with the rules, he should have let the public know that before he ran for office. Also, if this was a means for him to raise campaign contributions, he should have let us all know that too, long before he started this method of fundraising.

Joe Wilson or Colonel Joe Wilson as I like to refer to him because of his active commission in the United States Army Reserve should be sent on a way plane to Gitmo. Originally, I thought it was rude, but I'm of the opinion the President was giving a campaign speech, not listing a detailed plan, requiring silence. However, I do not believe it is appropriate for an officer to show such disrespect for his Commander and Chief. Its bad for morale and the cohesiveness of the military. The hammer should be brought down on Colonel Wilson.

The blame for Obama failing anything will be on "every American who stood by and watched" as Rush and Glen and the GOP Pacs and the religious right and the militias all join in the brawl to stop repairing the damage done by the last administration or actually helping the country.

This isn't about illegal aliens--it's about partisan hatred so deep that even if you dispel the current lie they just shrug and move to the next one.

I read all these blogs with people venting "Obama lies"--- but they never say what the lies are.

Like standing on a side walk and screaming You're a liar-you're a liar. Passers by will surely be affected and might remember what they saw and heard? Some will blindly repeat what they heard.

It's about a media that repeats the talking points as if it were journalism--no research for truth, just repeat the words--more provocative the better. Don't try to explain anything so people truly understand--no, don't do that. Keep them all clueless and revel in the riot.

What should have happened--Obama or someone should have jumped down there and smacked the dentures out of that racist's mouth on national TV. We wouldn't be talking about this now if someone have stood up for the presidency.

I used to face a bully every friday on my way home from school. This went on for years until I figured out I was the only one who could put a stop to the harassment. Being kind and courteous and humble only spelled coward to this kid.

I was so angry when I finally fought back I nearly killed him but I never saw him again either.

We as Americans have to realize we are at a tipping point in our nations history. The divisions have grown between the customer and the seller not between citizens.
The Status Quo is where the right wants stay and will indoctrinate,to use their words, every person on their side to believe that Obama is only trying to destroy them and our country.
I find it dispiriting that this is a fact but it's out there all over the web, being funded by GOP Pacs, insurance and drug companies who stand to lose control of their cash cow if any legislation is passed.

What we really need to do is stop doing this--stop venting into a keyboard and get out in the streets and get this fight over with now.

We all waste so much time and effort doing this when it achieves absolutely nothing except making us believe we are doing something---while we are not on the congress steps or the TV studios lobby or the radio studios. We are protesting reality in a virtual world hoping to stop the train by writing about it...that only works in the movies.

He's not a king. Obama can defend himself. For all the fearmongering out there, there is far too much civility in our political discourse.

Anyone who lies in a public place should be called out on it ... immediately and clearly. Before they get another word out. If these people didn't get away with a dozen lies on TV before breakfast, we'd have a far better country.

When the House and Senate became derelict in their duty to impeach Bush and Cheney and their accomplices, it sent a message to mindless chimps like Wilson. That message was that there are no rules in government and that anything is permissible. One could almost read Rep. Edwards' fine guest post with a substitution of the name Bush for Wilson and wonder why no action was taken against Bush either when he was soiling the White House or even now. It used to be that actions had consequences. Lack of action does, too, and we saw the result on Wednesday night.
I would also like to point out that when Sarah Palen failed to do the decent thing and admonish those who came to her rallies who screamed such things as "terrorist" and "kill him", that that gave quite a bit of license to those who we now call teabaggers. Words do matter.

You cannot disrespect the office of the President and then expect no consequences. There are hidden consequences to anarchy of any form. There is a breakdown in society and civil government. If this man was a White President someone would have ushered Joe Wilson out of the back door--never to be seen again. The reason nothing will be done is because Joe WIlson belongs to the good ole boy white fraternity that consists of democrats and republicans on the Hill. no one ever expected for Obama to become President-- a black man with a muslin name--sort of ironic to me after the shananagons of this phony war that was waged for the sake of the oil industry for cheney and bush Now God has elevated a black man with a muslin name over the nation; that is ironic. the democrats wanted their princess to win. obama was the white rabbit out of the democratic hat to pull the election off. no one ever dreamed that he was going to win, he was there playing card. he was calculating brilliant and serious but all the democrats weren't. it is an old white man's fraternal order on the Hill. everyone knows that. even the clintons played the race card that was to their demise. now that this man is trying to institute some real changes -that may be beneficial to all citizens including citizens who are non white, this is a threat to the status quo citizens to their command and authority. Do they really give a damn about proper health care. no all they care about is making money and hopping around in bed with pharmacutical companies that donate campaign contributions to democrats and republicans and send them on trips and py their expesense accounts and leisures. this is where the real threat lies and that is why he is not getting rebuffs from the democrats to these republcan nuts. they are all in it together. this man is standing on principle and it is scaring the hell out of washington and that is why people are so upset. white people are okay as long as white privelge is protected and maintained. but injustice for some will eventually and always lead to unjustice for all. america is not about no true liberty and justice; it is all on paper. they are hypocrits. they speak one thing like the Native AMericans say; they have a two sided mouth that speaks lies. example: you know why these conservatives are screaming about abortion. because it is white babies being aborted. abortion was designed to annilate unwanted members of society by a white woman who was enthralled by nazi white supremist teachings. another irony is that instead of minorities being negatively affected (which they are to an extent) more white babies are loss to this societal tragedy; it backfired. that is why what joe wilson did may backfire in terms of the tone it may set. injustice has its own set of consequences that i do not understand. but what i do not that a shaking is taking place at the very foundation of this country and that proclaimation was made by Bill Clinton. These dissenters need to go back to Europe because the only person who truly has a right to america are Native Americans and they are not complaining about Obama and this is really their homeland.
