Not exactly prison. Cities should bid on the rights to display him in a pillory for a week at a time. The municipal government can recoup the cost by selling rotten fruit to citizens (and non-citizens) which they can throw at the wrongdoer. At night he'll retire to the nastiest local county jail.
I would find a rock and paint it to look like an apple. maybe 100 rocks.
