You are right...He started with uncertainty...then power...then a thematic development to find an alternative to the my way or the highway opening so many composers have fallen prey to. This is the difference between giving over to fascist Classists or finding a new reality formed from the clash of emotional and romantic sentiment rather than thematic banners fighting it out in white lace uppity hauteur.
